In an effort to promote development of more efficient ways of producing electricity, the Christie administration is streamlining its permitting process to expedite small projects involving facilities that generate power and heat simultaneously.

The state Department of Environmental Protection (DEP) yesterday announced it will establish a general permit to make it easier for small- and medium-sized manufacturers, hospitals, and other institutions to build so-called combined heat and power (CHP) projects.  (Johnson, NJ Spotlight)

Nearly Half of U.S. Lives in Household Receiving Government Benefit

Families were more dependent on government programs than ever last year.

Nearly half, 48.5%, of the population lived in a household that received some type of government benefit in the first quarter of 2010, according to Census data. Those numbers have risen since the middle of the recession when 44.4% lived households receiving benefits in the third quarter of 2008.

The share of people relying on government benefits has reached a historic high, in large part from the deep recession and meager recovery, but also because of the expansion of government programs over the years. (See a timeline on the history of government benefits programs here.)

Means-tested programs, designed to help the needy, accounted for the largest share of recipients last year. Some 34.2% of Americans lived in a household that received benefits such as food stamps, subsidized housing, cash welfare or Medicaid (the federal-state health care program for the poor).

Another 14.5% lived in homes where someone was on Medicare (the health care program for the elderly). Nearly 16% lived in households receiving Social Security.

Village Council members agree that the prominent house at the Habernickel Family Park should be demolished.

The decision was unanimous at Wednesday's council meeting, despite a request from Village Manager Ken Gabbert to spare the house and convert it into meeting rooms, given the space crunch the village is facing.

Funds from a Bergen County Open Space grant received for the development of the Habernickel property can help pay for the demolition, Gabbert said, and the council decided to go ahead with previous plans. Demolition had always been part of the "phase II" portion of Habernickel's development plan, and council members explained that they would rather see the village go ahead with fully utilizing the park as green space than keep the house for rental property or meeting space.

Many consumers are irked by the catalogs, credit-card pitches and other "junk mail" they receive. But the U.S. Postal Service loves it—and wants to deliver more.

The agency, beset by historic losses and a plummet in first-class mail, is running promotions, easing rules and planning television and radio ads to encourage more businesses to send pitches by standard mail, the official term for bulk mailings used by marketers to prospect for customers.

"What we want to do is to make standard mail more interesting for customers so we can grow the total volume," Postmaster General Patrick Donahoe said in an interview. "We don't call it junk mail—it's a lucrative avenue for anyone who wants to reach customers."

And to the VC, why don't you invite a group of concerned residents to the corner of Linwood and Northern Parkway any weekday between 8:00am and 8:30....watch the cars go speeding by while students play Russian Roulette trying to cross the street and get to school. Oh and Chief Ward, you're invited to come also. That way you can explain to the group why your officers aren't writing tickets.

It sounds overly simple but just writing tickets (for more than a week or two) will change the mindset of drivers in town and help reduce the number of these senseless accidents

The developers of four new New Jersey charter schools will share almost $800,000 in federal aid for planning and program design, the U.S. Department of Education announced Wednesday.

Overall, the U.S. DOE handed out $4,792,526 to help 23 new charter elementary and high schools open their doors in 11 states.

Bright Horizon Charter School of Penns Grove-Carneys Point in Salem County is receiving $199,099, Friends of Tikun Olam in Highland Park is getting $200,000, Shalom Academy of Englewood-Teaneck $200,000, and Spirit Preparatory of Newark $186,562.  (Hester, New Jersey Newsroom)

New Jersey property taxpayers will pay $224 million less for police and fire pensions in the current fiscal year, Gov. Chris Christie’s office announced Wednesday.

The savings comes on top of $43 million less in pension payments for rank-and-file local workers.
Municipalities and counties don’t have to pay as much because pension reform measures enacted in June will lower the long-term liabilities the system faces. The Christie administration today touted big savings for local governments because of pension reforms as state employees and a judge tussled over lawsuits challenging new requirements for them to pay more for their benefits.

The controversial public benefits overhaul, signed by Gov. Chris Christie in June, shifts a greater share of the costs onto public workers.

Today, the governor’s office said local governments across the New Jersey will save $267 million in pension costs, according to figures provided by the state’s Treasury Department. One way airlines have cut costs in the post-9/11 era has been to lay off baggage handlers, cabin cleaners, SkyCaps and other service employees, then contract for those services with companies that pay lower wages and offer fewer benefits.

In an effort to boost compensation for ground support workers, while at the same time expand their own membership, Local 32BJ of the Service Employees International Union is launching a campaign to unionize thousands of workers at Newark Liberty International, John F. Developers have presented an application to rezone a prominent South Broad Street property to allow for an extensive multi-family apartment complex.

The project, called the Dayton in honor of Ridgewood's own Samuel Dayton, would include 120 apartment units of primarily "upscale housing" in a three- and four-story structure, not including a ground level enclosed parking lot. The building would be entirely residential, according to developers who presented the plan to the Ridgewood Planning Board on Tuesday.

"This is a particularly exciting project," said attorney Thomas Wells, who represents the applicant, Garden Homes Development, a real estate company with offices in New York City, Florida and California. "I think it is a project that involves building a rampart building in Ridgewood."

With the stroke of a pen, the Village stuck it up your arse and left you with the bill. Sorry to sound crude, but its reality. If you live near a construction project, chances are greater that the Connection AT the main, UNDER the street, will CRACK. WHY?? Because the connection is made with CERAMIC TILE PIPE, despite your home possibly having cast iron all the way to the street! Its the case with me, so thats how i found out. When the ceramic tile cracks, tree roots from the TOWN OWNED TREES adjacent to the curb infiltrate the pipe, causing backups. Cutting the roots is a temporary fix. They will grow back twice as thick, just as happens when you prune a bush.

Years ago the Village used to have an employee that would knock on every door, and pour a cup of copper sulfate in the drain. This is very effective killing roots. This was stopped thanks to the State of New Jerkey telling the Village that the sewer plant emitted too much copper sulfate.

HINT: Go to Home depot, spend 10 bux on a can of zep copper sulfate and pour it down the crapper @ nite and dont flush for 8 hours. You will NEVER have a $5000 root problem.

After Village Hall was inundated with 3 feet of water in Hurricane Irene's wrath, the village is grappling with how to protect its treasured building from future catastrophes.

On Monday, Mayor Keith Killion and administrative staff of the village brought residents through the facility's ground floor to survey the damage, then held an open discussion to entertain ideas from the roughly dozen residents - including builders and architects - who came to listen and contribute.

The building suffered about $200,000 in losses, village officials have reported, including about $90,000 in wall damages and mold abatement on the first level. Four feet of sheetrock was pulled from the walls of the ground floor, which holds the Annie Zusy Youth Center and the Patrick Mancuso Senior Center, as well as a meeting room, an employee lounge, restrooms, a police gym and storage space.

(RIDGEWOOD- NJ) A pedestrian was struck at the intersection of Franklin Avenue and Chestnut Street at approximately 5:20 PM on Wednesday.  The adult male victim was in a crosswalk when he was struck by a Honda minivan.

The victim was alert and conscious upon the arrival of Ridgewood PD, Ridgewood Fire and Ridgewood EMS units.  Also responding were paramedics from The Valley Hospital.

Ridgewood Police Chief John Ward was at the scene interviewing witnesses and assisting with the accident investigation.

A bicyclist was struck by a vehicle at the intersection of North Irving Street and East Ridgewood Avenue on Tuesday night, authorities said.

According to Ridgewood Police Chief John Ward, the bicyclist, a 17-year-old Ridgewood resident, was traveling east on the northern sidewalk of East Ridgewood Avenue. When the bicyclist entered the crosswalk at the road's intersection with North Irving Street, the vehicle, driving north from South Irving Street, had already proceeded across the intersection and struck the bicyclist.

The driver reported that the cyclist suddenly appeared in front of him and he did not have adequate time to stop, Ward said. A witness on the scene confirmed the driver's report, according to Ward. No summonses were issued to the driver.

The town pulled this nonsense a few years ago with regard to sewer lines UNDER the street that attach to the Main.

IF there is any problem *usually ROOTS, or cracked pipe at the connection to the main, UNDER the street* the HOMEOWNER is stuck with the tab.

I learned this years ago when the sewer backed up due to roots. 10 years ago contractors wanted $5000.00 just to replace the connection under the street (excessive cost due to bond required, hiring a COP to sit and watch in his car, etc)

Fortunately I found a cheap way to kill the roots.

Its a disgrace that this town is going in the shitter, nickel and diming residents, and its shoved in our faces when we drive by these multi-million dollar sports arenas etc.

I'll be the first one to hire some cheapo tree company to get rid of every town tree in front of my house before they get too big and fall, thus requiring massive expense in a storm. So much for the leafy green Village, this place is going to look like the Arizona desert.

As district schools began their "Week of Respect" this week, designed to address some of the social issues facing students, the Board of Education (BOE) also made the topic of bullying a priority discussion at its public meeting on Monday.

Building representatives, as well as students and parents from the community, joined district administration and the BOE for a tripartite presentation on harassment, intimidation and bullying (HIB) issues that have been thrust into the national spotlight over the past year.

In addition to Superintendent Daniel Fishbein's biannual report to the board on investigations into bullying incidents throughout the district, representatives from Ridge School presented a video project in honor of the "Week of Respect." Fishbein also outlined activities being conducted at individual schools to raise awareness of HIB issues.

ATLANTA (AP) -- Drunken driving incidents have fallen 30 percent in the last five years, and last year were at their lowest mark in nearly two decades, according to a new federal report.

The decline may be due to the down economy: Other research suggests people are still drinking as heavily as in years past, so some may just be finding cheaper ways of imbibing than by going to bars, night clubs and restaurants.

"One possibility is that people are drinking at home more and driving less after drinking," said Dr. Thomas Frieden, director of the Centers for Disease Control and Prevention.

The CDC statistics - released Tuesday - are based on a 2010 national telephone survey of about 210,000 U.S. adults. The respondents were kept anonymous.

PJ, I know this thread is old, and perhaps I've missed smtg. I am pretty sure that Citizen's Park was purchased with a bond issue from the VOR and a Bergen County grant. I do not believe that dime one was donated from any "long time residents" or even any "new arrivals" as 8:35am talks about. Just like Habernickel, we're all paying for these purchases in one way or anohter (through our taxes). So, would be helpful to clarify, rather that to spread misinformation

There was some discussion at last week's Village Council meeting about this.  See below.

He noted that other major fund-raising initiatives have been devoted to Ridgewood's parks in the past. Citizens Park was acquired by the village through fund-raising efforts in the late 1960s, an effort led by current Open Space Committee citizen member Frank Schott.

Two Republican legislators think Gov. Chris Christie, the other 118 Senate and Assembly members, the 21 cabinet members, county prosecutors and state judges are making too much money and should take a 10 percent salary cut to save the state $9,633,871.

Christie, who takes home $175,000 annually, would lose $17,500.

Sen. Dawn Marie Addiego and Assemblyman Scott Rudder (both R-Burlington) announced Monday they will introduce legislation specifically directing the state Salary Review Commission to consider recommending the pay cuts. A proposal from Ridgewood's director of parks and recreation to transfer responsibility of village-owned trees to residents, and require permits for the planting, removing and pruning of trees in village rights of way, was largely shut down by Village Council members last week.

(RIDGEWOOD-NJ).Approximately 15 Ridgewood residents met late this afternoon with Mayor Keith D. Killion, Councilwoman Bernadette C. Walsh, Village Manager Kenneth Gabbert, and selected members of the Village's Engineering and Operations staffs to discuss ideas on for repairing the Village Hall First Level.

Mayor Killion reported that all ideas gathered during the course of the discussion would be reported out during a future Village Council Work Session.

No final decisions were reached this afternoon.

Solar industry touts N.J. gains

New Jersey has outshone California as the No.1 producer of solar energy in commercial markets, according to a recent solar trade report.

But unless New Jersey changes the way the industry is financed, the system will crash and the state will never be able to maintain its lead, said Lyle Rawlings, founder and president of the Mid-Atlantic Solar Energy Industries Association. The group represents about 170 installers and allied industries in the state.
New Jersey’s ranking has been helped by massive projects such as the Gloucester City Marine Terminal, which will produce enough energy to power 1,500 homes. On a smaller scale, Sharrott Winery in Winslow makes and chills 3,500 cases of locally produced wine a year with the sun’s rays.  (Stilwell, Gannett)

Area schools put focus on anti-bullying law, education during ‘Week of Respect’

Today kicks off a “Week of Respect” in all New Jersey public and charter schools.
A requirement of the new Anti-Bullying Bill of Rights signed into law this year, the week joins School Violence Awareness Week, Oct. 17-21, and anti-drug-and-alcohol Red Ribbon Week, Oct. 22-30, in focusing on the social and emotional aspects of education.

“October really is social awareness month,” said Jennifer Handson, a counselor at Sovereign Avenue School in Atlantic City. “We focus on those issues this month but really also do a lot throughout the year.”
Atlantic City uses the Olweus Bullying Prevention program, with activities planned for the month including a poster and T-shirt design contest, Straight Talk assemblies, and essay writing. Handson has planned a lesson on teasing for fifth-graders, and sixth-graders will get a lesson on respecting themselves and others.  (D’Amico, Press of Atlantic City)

The federal government's policy of handing out special incentives to owners of transmission lines to build new projects to enhance the reliability of the regional power grid is increasing rates to consumers by "hundreds of millions, if not billions of dollars," according to a filing made by New Jersey regulatory officials, other states, and consumer advocates.

In comments forwarded to the Federal Energy Regulatory Commission (FERC), New Jersey questioned the rationale behind giving incentives to transmission lines but not to power plants, which it argues could be a "cheaper, more environmentally-friendly and efficient solution to existing supply needs."  (Johnson, NJ Spotlight)

New Jerseyans’ are feeling distinctly worse off financially and their outlook on the housing market has soured, according to a quarterly consumer survey by Fairleigh Dickinson University’s College of Business made public Monday.

A majority of New Jerseyans (51 percent) say they are worse off financially than they were a year ago, a six-point increase since April. About a quarter (26 percent) say they are about the same as a year ago, and about a quarter (23 percent) say they are better off.

Adding to consumers’ anxiety is the prospect of losing a job: 37 percent of workers say they are somewhat or very concerned with losing their job in the next 12 months. That figure is up 5 percent from April and up 7 percent since January. Workers in households making less than $50,000 per year are most worried about the possibility of losing their job, with 46 percent saying they are somewhat or very concerned. More than three in five of all adults (63 percent) continue to report that relatives or friends have lost a job in the past year.

People who own their house are more likely than renters to say they are worse off financially (53 to 42 percent), and much less likely than renters to say they are better off (19 to 35 percent). Looking at the year ahead, 38 percent say their financial well being will improve, while half (49 percent) think they will be the same or worse off.

One reason for consumers’ grim outlook is housing prices. Half (49 percent) say they expect housing prices in their area to go down in the next 12 months. That is a huge turnaround from just six months ago when half (49 percent) said they expected housing prices to rise, and only 30 percent said they thought housing would decline.

PORTLAND, Ore. — Starbucks hopes customers will be willing to pay at least $5 more when they stop in for their morning cup of Joe.

Starting Nov. 1, Starbucks will begin collecting donations of $5 or more from customers to stimulate U.S. job growth through its “Jobs for USA” program. The Seattle-based coffee chain is collaborating with the Opportunity Finance Network, a nonprofit that works with nearly 200 community development financial institutions to provide loans to small businesses and community groups. Starbucks says 100 percent of the donations will go toward loans for firms and organizations that can add jobs or stem job losses.

Starbucks, which pioneered how Americans drink coffee, declined to estimate how much money it plans to raise, but millions of people visit its nearly 7,000 company-owned U.S. stores each day. Customers who give will get a red, white and blue wristband that says “Indivisible.”

“This is about using Starbuck’s scale for good,” said Howard Schultz, Starbucks Corp.’s CEO.

The program is the latest effort by Schultz to address the nation’s economic woes. In August, he sent more than 200,000 Starbucks employees a memo urging them to do what they can to help business thrive. Then, he asked fellow CEOs to stop contributing to political campaigns until the nation’s leaders reached a long-term economic solution. After that, he hosted a national telephone forum, bought full-page ads in two major newspapers and started a website, Upwardspiral2011.org.

Question:  Since Christmas Day and Good Friday are clearly labeled, is there really a problem?

Well this is not 100% true. When I originally spot checked a few schools, I saw Rosh Hashanah marked correctly but other holidays marked generically.I've since done a complete review of all of the schools and found much inconsistency.Apparently it is a free for all with each school doing whatever it wants.I guess the question is: Are the schools lazy, sloppy or purposely marking some holidays generically. I've listed how the schools have marked their calendars for Rosh Hashanah, Good Friday and Christmas.Make of it what you will, but I wish the BOE had all of the schools mark all of the holidays appropriately.

RIDGEWOOD — Two people were hit by a car while trying to cross East Ridgewood Avenue on Saturday night, police said.

A 58-year-old man and a 54-year-old woman, both of Mahwah, were taken to Hackensack University Medical Center to be treated for their injuries, said Lt. David McDermott of the Ridgewood Police Department.

The person New York Gov. Andrew Cuomo appoints to run the Port Authority of New York and New Jersey will inherit an agency wrestling with the twin pressures of declining revenue and escalating costs.
The imminent departure of the authority's executive director, Chris Ward, comes as the authority is reviewing all the projects in its $25 billion, 10-year budget for capital projects. The effort is meant to free up cash and may lead to a rearranging of the agency's priorities.

"What we need to do is look at all the projects that are on the drawing board, those that are in the pipeline, those that are ready to go, those that are going and decide about priorities and timing and sequencing, and that's part of this process," Port Authority Chairman David Samson said in an interview Wednesday. A year after Governor Christie shut down a Hudson River rail tunnel project, New Jersey’s debt to the Federal Transit Administration has grown to nearly $274 million.

NJ Transit had already sunk $271 million in FTA money into the Access to the Region’s Core mass-transit tunnel project when Christie halted construction last October. He said he didn’t want taxpayers saddled with a potential $5 billion in cost overruns.

But the FTA, which had been heavily invested in the $8.7 billion project, demanded its money back. Now it’s charging the state interest and penalties.

Interest began to accrue on the debt on May 14 at a rate of 1 percent a year, while additional penalties began to accrue on Aug. 13 at a rate of 6 percent a year. As a result, New Jersey now owes the FTA more than $958,139 in interest and $1,693,455 in penalties on top of the original $271 million.  (Rouse, The Record)

New Jersey certainly seems to have a good shot at a waiver from the federal No Child Left Behind Act, which would free the state from some of the constraints dictated by the controversial law.

When President Obama last week announced details of the new waiver, acting education commissioner Chris Cerf was at the White House. An hour later, U.S. Education Secretary Arne Duncan hosted a press conference by phone, and Cerf was one of just two state commissioners with him on the call.

But for all the invitations and allegiances, now comes the hard part. In order to qualify for a waiver, Cerf's and Gov. Chris Christie's education agenda must be tailored to the evolving -- and detailed -- guidelines coming out of Washington, D.C. The first round of applications is due November 14.

"It's not just the writing of the application," Cerf said yesterday. "It's the policy we'll need in place."  (Mooney, NJ Spotlight)

Scott Garrett (R-NJ), Chairman of the Financial Services Subcommittee on Capital Markets and Government-Sponsored Enterprises, delivered the following opening statement today at a hearing to review legislative proposals to improve and enhance the Securities and Exchange Commission (SEC):

“Thank you, Mr. Chairman, and welcome to today’s witnesses.  I look forward to a good discussion on ways to improve the operations and effectiveness of the SEC.

“I also want to thank Chairman Bachus for allowing the Committee to consider the SEC Regulatory Accountability Act as part of today’s proceedings.

“I introduced this legislation with 14 of my colleagues to ensure that the SEC, as an independent agency, would be subject to the president’s recent executive order to improve regulation and regulatory review.

“In addition, my bill would strengthen the Commission’s cost-benefit analysis by first requiring the Commission to clearly identify the nature of the problem that the proposed regulation will be designed to address and by requiring cost-benefit analysis be performed by the SEC’s Office of the Chief Economist.

“To me, these common-sense reforms make a lot of sense, especially given the fact that the Commission continues to struggle with this issue.  For instance, in the recent unanimous opinion of the DC Circuit Court of Appeals, which vacated the Commission’s proxy access rule, the Court stated that ‘the Commission acted arbitrarily and capriciously for having failed once again to adequately assess the economic effects of a new rule’ and ‘inconsistently and opportunistically framed costs and benefits of the rule.’

“So while I understand Chairman Schapiro may have some concerns about specific provisions of H.R. 2308, clearly a stronger commitment to cost-benefit analysis by the S.E.C. is absolutely essential to ensure reasonable rules that do not unduly burden registered companies or negatively impact job creation.”

Despite their honest intentions, many of the Occupy Wall Street protesters are being suckered into a trap and calling for the very “solutions” that are part of the financial elite’s agenda to torpedo the American middle class – higher taxes and more big government.

The ignorance displayed in this interviews knows no bounds. These protesters just don’t get it. As of September 21st we are no longer allowing the drop off of lunches, music instruments, sports gear, etc. at the Reception Desk. If you need to deliver something for your child, it will be necessary for the student to meet you to accept the material you are delivering.
